IMO there's two issues here:
1. Trees on the bottom row don't seem to render at all? We should either not allow trees to be placed there or we should render them. The KaM map file format does allow for trees to be on the bottom row, that's what the extra row/column of terrain at the edge of every map is for. I see no reason why we shouldn't allow trees on the bottom row (but we need to make sure woodcutters can chop them given that the tile they are on is counted as off the map)
2. If you elevate the terrain at the top of the map it is not visible on the screen. Maybe we can allow the viewport to go higher than usual on maps that have terrain extending above the top? Not like in the HoMM screenshot, just let it go an extra few tiles up so all of the map is visible (with blackness around it). This maximum could be dynamically decided based on the maximum height of the top row of the map. I guess it's kind of strange to have an exception like that though.
