How to Make your enemies to create Horseman and Antihorseman

How can you make your enemies create Horseman and Anti Horseman? They seem to build bowman and Axe Fighters and such but not Horseman or Anti Horseman.

if you have defence positions for anti-horse and horse and AI has the weapons/recruits that are required they should make them automatically
